Chris was the founding CEO of Singapore's National Library Board (NLB), a public sector agency that transformed the concept of what a library should be.  Under his leadership, NLB's focus on breakthrough improvements in service saw a doubling of its customer base within five years, with innovations ahead of its time, and that led the world in the use of technology in libraries. Chris was also instrumental in establishing a symbiotic developmental-regulatory-promotional public agency within a fast-growing creative sector comprising publishing, television, film, interactive media, animation and games. In 2015, he was inducted into the Singapore Computer Society's IT Leader Awards "Hall of Fame" for his contributions to the development of the infocomm industry in Singapore.
